The Graduate School of Education, the Department of Education – Cebu City division, and the Cebu City Government endorse a total of 65 elementary teacher-scholars during the Closing Ceremony of the Certificate Program for Elementary Math and Science Teaching. The event took place on April 24, 2009 at the USJ-R Audio Visual Room.
The occasion was deemed a fitting graduation which marked the end of three semesters of 24-units graduate certificate schooling for the practicing elementary math and science teachers coming from various areas in the Cebu province.
Cebu City Schools Division Superintendent Dr. Lorna E. Rances and Cebu City Government’s Consultant on Education Hon. Joy Augustus Young graced the event as guest of honors.
Addressing the graduates, Hon. Young expressed his commendations, citing the fact that less than ten percent of the original scholarship enrollees discontinued with program and those who backed out had valid reasons. He disclosed that the City Government is most likely to continue with similar projects, especially if other teachers would be as enthusiastic to join and if there would be perceptible improvements in the performance of elementary students.
Meanwhile, Dr. Rances congratulated the scholars for persevering for two school and one summer semesters. She also reminded them to always keep abreast with new information so that they may constantly have fresh knowledge to impart to their students.

“In this new competitive era,” Dr. Rances stressed, “you really would need to keep up. A time will come when you would be required to get additional graduate school units such as a Master’s degree in order to get promoted in a principal or supervisorial level.”
Dr. Catherine Ann Bayani, Dean of the Graduate School of Education and University Registrar Mr. Demetrio Quirante, together with the guest of honors Hon. Young and Dr. Rances, handed certificates of proficiency to the 32 Elementary Science Teaching scholars and 33 Elementary Math teaching scholars.
Outstanding graduates Ms. Romebeth L. Balili (Math) and Mr. Mariano T. Olivia III (Science) also gave their corresponding response speeches.
The Certificate Program for Elementary Math and Science Teaching has been a joint project of the Department of Education – Cebu City Division and the Cebu City Government. Teachers in the intermediate levels (Grades IV, V and VI) were given the opportunity to enroll in the program which started April 2008. The courses included in the program were taken from the Philippine Elementary Learning Competencies (PELC) for Science and Math.
USJ-R is among the accredited Teacher Education Institutions (TEIs) entrusted by DepEd to offer the program.
